By the end of 2030, the prepaid card and digital wallet market is projected to expand from its 2025 value of USD 43,825.7 million to approximately USD 71,606.4 million.

Key Trends and Drivers

Shift growth toward repeat usage as reloadable prepaid activity outpaces new single-load issuance
• Australia’s prepaid market is becoming more usage-led rather than issuance-led, with reloadable cards gaining momentum while new single-load card issuance is cooling. Calculations from the RBA’s latest C2.2 series show that, on a January–June 2026 versus January–June 2025 basis, average monthly prepaid transaction volume increased by about 15.0% and transaction value by 10.8%, while the number of active prepaid cards increased only 1.4% and monthly new card activations declined around 10.0%. The divergence is clearer by product type: active reloadable cards increased about 9.1%, new reloadable issuance about 21.1%, and the number of reloadable cards reloaded each month about 29.2%; meanwhile, new single-load card issuance fell approximately 17.2%. This marks a shift from growth driven principally by putting more prepaid cards into circulation toward extracting greater usage from reusable card relationships.
• The change is being supported by an Australian payment environment in which reusable card credentials increasingly sit inside mobile wallets and are used across both physical and digital commerce. The RBA’s May 2026 review found that device-based payments represented around 40% of card payments in 2025, up from 31% in 2022, while 43% of consumers used a mobile device for a contactless payment during the survey week. This does not prove that mobile wallets alone caused the reloadable-prepaid increase, but it lowers the friction associated with retaining, reloading and repeatedly using a prepaid credential rather than treating it as a disposable card. Reloadable general-purpose, controlled-spend, youth, travel and other app-linked prepaid propositions are consequently better aligned with the way Australian consumers now interact with cards.
• The implication is that transaction frequency and reload engagement should become more important growth measures than gross card issuance. Reloadable prepaid formats are likely to continue taking a larger role in recurring-use applications, while growth in conventional single-load physical cards should be more seasonal and selective. Transaction volume could therefore continue to grow faster than the active-card base, especially as issuers make reload, wallet provisioning and balance management easier. For issuers and program managers, competitive emphasis should increasingly move toward keeping cards active, increasing reload frequency and encouraging repeat spending rather than simply distributing more plastic. Turn gift cards from seasonal plastic into self-use and wallet-ready spending instruments
• Australia’s gift-card segment is broadening from conventional gifting into self-purchased spending and digitally delivered open-loop value. The Gift and Prepaid Card Association Australia reported in August 2025 that one in three gift-card consumers purchases gift cards for their own use, including for budgeting, discounted everyday purchases and online shopping. A further step came in December 2025 when Blackhawk Network partnered with BIG W to introduce an in-store Visa eGift format: shoppers purchase a physical carrier, but no plastic card sits inside; after activation, the recipient accesses the digital Visa credential by scanning a QR code and can load the funds to a digital wallet for tap-to-pay or online use. The significant recent change is therefore not simply “more e-gifting”; Australian physical retail is itself becoming a distribution channel for immediately usable virtual prepaid value.
• Value-conscious purchasing is playing a more explicit role in gift-card usage. GPCA identifies budgeting, discounts on normal spending, incentive payments and online purchases among the reasons Australians buy cards for themselves. At the same time, the RBA’s 2025 Consumer Payments Survey shows continued migration from tapping physical cards toward tapping devices, with mobile-wallet use increasing across all age groups. Together, these shifts give retailers an incentive to integrate gift cards more tightly with loyalty offers, promotional discounts and digital checkout rather than positioning them only around birthdays and holidays. • Digital gift cards and wallet-ready open-loop products should gain relative importance versus conventional physical plastic, particularly where retailers combine gift-card purchases with loyalty and promotional incentives. However, this digitisation will occur inside a more clearly defined regulatory perimeter. Under AUSTRAC’s 2026 AML/CTF framework described by GPCA, qualifying mainstream gift-card programs can remain exempt from additional customer due diligence when they meet controls including a A$5,000 maximum value, no cash redemption and generally no reloading, with further risk-management obligations from September 2027 and domestic-use requirements from March 2029. This should support low-friction digital gifting while increasingly favouring clearly controlled non-reloadable gift products over products that behave more like unrestricted cash substitutes.

Reprice prepaid programs ahead of the October 2026 RBA card-cost reset
• Australia is entering a material regulatory reset for open-loop prepaid card economics. From 1 October 2026, the RBA will reduce the maximum interchange rate for domestic-issued debit and prepaid transactions to 8 cents per transaction or 0.16% of transaction value, while retaining the weighted-average benchmark at 8 cents. Designated debit and prepaid networks will also no longer be prohibited from imposing no-surcharge rules and will have new quarterly interchange and scheme-fee publication requirements. From 1 April 2027, foreign-issued debit and prepaid transactions acquired in Australia will face a 1.0% interchange cap. Unlike earlier discussion around potential reforms, these are now final implementation measures with specific effective dates.
• The RBA’s review is explicitly aimed at lowering payment costs, improving competitive price signals and increasing visibility into wholesale card fees. Importantly for prepaid issuers, the final approach is less severe than simply cutting the entire prepaid interchange pool: the 8-cent weighted-average benchmark remains unchanged, but the permitted ceiling for individual domestic prepaid interchange rates is being reduced. The RBA is also requiring quarterly disclosure by networks and larger acquirers, which will make card-type economics easier for merchants and market participants to compare. This moves prepaid program profitability further into an environment where high interchange schedules are harder to sustain and where issuers must demonstrate value beyond interchange-funded economics.
• The regulatory effect should be most visible in prepaid programs operating near the previous interchange ceiling, rather than as an equal revenue reduction across every prepaid portfolio. Programs that use interchange to subsidise rewards, incentive value, program-management costs or cardholder features will have greater incentive to rebalance toward service fees, merchant-funded economics, program fees or higher transaction frequency. At the consumer end, removal of surcharging on designated-network transactions can reduce a point of friction for prepaid card usage at merchants that currently surcharge. The adjustment should intensify through late 2026 and 2027 as issuers and program managers reprice portfolios, then become part of the structural economics of Australian open-loop prepaid programs.

Defend travel prepaid share as outbound travel rises but low-fee alternatives narrow its advantage
• Australia’s travel prepaid segment now faces a two-sided market shift: more overseas travel is expanding the spending opportunity, but traditional travel-money cards are facing stronger substitution.
